数字政府的价值分布、焦点差异与政策图景

Value Distribution,Focus Differences,and Policy Landscapes in Digital Government

以公共价值创造引领数字政府建设和治理绩效改进逐渐成为政策共识,然而现有研究大多从理论层面讨论数字政府的价值构成,较少剖析“价值分布”叙事逻辑下的数字政府推进策略。立足价值实现视角,以2019—2023年236个数字政府优秀案例的建设成效文本为研究对象,利用LDA主题模型探析数字政府公共价值的分布特征。研究遵循“所属范畴—价值维度—价值内容”的逻辑理路,廓清了数字政府的公共价值结构。其中,数字行政范畴的公共价值主题强度在时间维度和空间维度上均居于领先位置,数字用户范畴下的涉企服务及社会治理领域公共价值创造在省(部)级、市级、区(县)级热度较高。对照数字政府建设的政策目标,更好发挥数字行政范畴公共价值创造的先导性作用、关注数字社会范畴价值创造的协同及数字用户范畴下场景设计赋能民生服务领域的公共价值创造是未来数字政府建设的发展方向。本文为弥补数字政府绩效损失、打造“以人民为中心”的数字政府提供了决策支持。

It has gradually become a policy consensus to lead the construction of digital government and the improvement of governance performance by public value creation,however,most of the existing research discusses the value composition of digital government from the theoretical level,and seldom analyzes the pro⁃motion strategy of digital government under the narrative logic of“value distribution”.Based on the perspec⁃tive of value realization,we take the construction effectiveness of 236 excellent cases of digital government from 2019 to 2023 as the research object,and employ the LDA topic model to analyze the distribution char⁃acteristics of the public value of digital government.The study follows the logic of“category allocation-value dimension-value content”to clarify the public value structure of digital government.Among them,the inten⁃sity of the public value topic in the category of digital administration is leading in both time and space dimen⁃sions,while the public value creation in the areas of enterprise-related services and social governance under the category of digital users has a higher degree of popularity at the provincial(ministry),municipal,and district(county)levels.Against the policy objectives of digital government construction,it is the develop⁃ment direction of future digital government construction to better utilize the pioneering role of public value creation in the digital administration category,pay attention to the synergy of value creation in the digital so⁃cial category,and empower public value creation in the people’s livelihood service area by scenario design under the digital user category.This paper provides decision-making support for compensating the loss of digital government performance and creating a“people-centered”digital government.
