中国经济已由高速增长阶段转向高质量发展阶段,新的使命任务和新的发展环境要求更好统筹经济质的有效提升和量的合理增长。政府组织实施的基建工程项目作为推动区域发展的重要力量,其管理效率和质量直接关系到国家经济和社会发展的全局。从建设单位角度探讨了如何把新发展理念完整、准确、全面地贯穿于基建工程建设管理全过程,通过分析项目全过程建设管理的重点难点,提出了高质量建设创新管理措施,以破除制约高质量发展的体制机制障碍,加快工程建设质量变革、效率变革,将高质量工程建设落到实处。

The Chinese economy has shifted from a stage of high-speed growth to a stage of high-quality development.The new mission and development environment require better coordination between the effective improvement of economic quality and the reasonable growth of quantity.As an important force in promoting regional development,the management efficiency and quality of infrastructure projects organized and implemented by the government directly affect the overall economic and social development of the country.This article aims to explore from the perspective of construction units how to fully,accurately,and comprehensively integrate the new development concept into the entire process of infrastructure construction management.By analyzing the key and difficult points of project construction management throughout the entire process,innovative management measures for high-quality construction are proposed to break down institutional and mechanism barriers that restrict high-quality development,accelerate the transformation of engineering construction quality and efficiency,and implement high-quality engineering construction in practice.
