平台生态系统多主体动态治理机制的演化博弈

摘要 数字经济迅速崛起的同时也衍生出一系列社会治理问题,亟须进行有效治理。文章运用演化博弈方法,构建“政府—平台组织—入驻企业”三方主体非对称博弈模型,推演其演化稳定策略,并运用数值仿真分析进一步验证博弈研究。研究发现:政府在平台生态系统治理中呈现“宽松监管—严格监管—宽松监管”为主导的动态监管过程;对平台组织而言,初创期以传统治理为主,真空期开始实施赋能机制并逐步完善,直至成熟期,平台生态系统在赋能机制作用下形成稳定有序的自组织形态;平台网络结构和赋能治理成本是影响平台自组织形态形成的关键因素,数字信息对其产生促进作用。研究成果拓展平台生态系统理论、平台赋能理论,为平台生态系统治理提供启发与参考。 While the digital economy is soaring,it has also given rise to a series of social governance issues that urgently require effective governance.This essay uses the evolutionary game method to construct a tripartite asymmetric game model involving the“government—platform organization—resident enterprises”,deduce their evolutionary stable strategies,and further verify the game research through numerical simulation analysis.Findings:In the governance of the platform ecosystem,the government presents a dynamic regulation process dominated by“loose regulation—strict regulation—loose regulation”;For the platform organization,traditional governance dominates during the startup period.The empowerment mechanism is started to be implemented and gradually improved during the vacuum period until the maturity period.The platform ecosystem forms a stable and orderly self-organizing shape under the empowerment mechanism;The platform network structure and the cost of empowerment governance are key factors affecting the formation of the platform′s self-organizing shape,and digital information plays a promoting role on its generation.The research findings expand the theories for platform ecosystem and platform empowerment,and provide inspiration and references for the governance of the platform ecosystem.
