摘要
以建筑垃圾治理试点城市为研究对象,聚焦建筑垃圾资源化利用实践现状与问题。结合全生命周期理论与利益相关者理论,分析了当前我国建筑垃圾资源化利用各阶段所存问题,重点指出了收运和处置过程中分别存在监管不严、工艺落后等问题。针对性地提出了构建建筑垃圾全程分类体系、多主体协同治理、推动再生产品应用、提升数字监管等对策建议。通过系统化研究我国建筑垃圾资源化利用先行地区实践现状及对策,为全国其他城市建筑垃圾治理工作规划和“无废城市”建设提供有益启示。
Taking the pilot city of construction waste management as the research object,the study focuses on the current situation and problems of the practice of resource utilisation of construction waste.Combining the whole life cycle theory and stakeholder theory,the study analyses the problems existing at each stage of the resource utilization of construction waste in China,focusing on the problems of lax supervision and outdated technology in the collection,transportation and disposal processes respectively.Countermeasures and suggestions for building a whole classification system for construction waste,collaborative management by multiple actors,promoting the application of recycled products,and improving digital supervision are put forward in a targeted manner.Through systematic research on the current practice and countermeasures in the advanced regions of China's construction waste resource utilisation,the study provides useful insights for the planning of construction waste management and the construction of"waste-free cities"in other cities across the country.
