中国区域科技创新发展的非均衡性——基于省域高校的实证研究

The Regional Disparities in Scientific and Technological Innovation Development in China:An Empirical Study based on Universities within Provinces

选取我国31个省份高校科技创新发展的相关数据,创新性地从空间和结构双重视角实证探讨新世纪以来我国高校科技创新发展的非均衡性问题。研究结果表明:我国高校科技创新发展水平存在较大的不均衡性,空间非均衡特征表现得较为明显;科技创新发展差距主要产生于地区间差距,东部、西部地区高校科技创新的地区间差距最大,而西部地区高校科技创新发展的内部差距最大;产出发展差异是我国高校总体科技创新发展差异的主要结构性来源,不同维度差异的贡献存在地区异质性特征。厘清高校科技创新发展的时空分异现状与特征,助推高校科技创新均衡发展,是全面提升我国高校治理体系和治理能力现代化水平的战略选择。

This paper utilizes relevant data on the development of scientific and technological innovation in universities in 31 provi-nces of China,and innovatively explores the issue of imbalance in the development of scientific and technological innovation in Chinese universities since the new century from both spatial and structural perspectives.The results show that there is significant imbalance in the level of scientific and technological innovation development in Chinese universities,and the spatial imbalance is particularly prominent.The development gap in scientific and technological innovation mainly arises from regional disparities,with the largest regional disparities in scientific and technological innovation development between eastern and western regions,while the largest internal disparities in scientific and technological innovation development occur in western regions.Discrepancies in output development are the main structural source of overall disparities in scientific and technological innovation development in Chinese universities,and the contributions of different dimensional disparities exhibit regional heterogeneity characteristics.Clarifying the current status and characteristics of temporal and spatial differentiation in the development of scientific and technological innovation in universities,promoting balanced development of scientific and technological innovation in universities,and comprehensively enhancing the modernization level of China's university governance system and governance capacity are strategic choices.
