摘要
中心城区城市立交地面层因地势偏低,容易发生内涝水浸问题,一直是治涝工作的难点。文章以广州市中心城区T立交为例,对城市立交内涝的特点及形成原因进行分析,提出系统化防治方案。通过上游源头减排、中游蓄排并举、下游强化排水能力的工程举措,对片区雨水进行调蓄,并增强片区行泄能力,将片区雨水管网排放标准提升至3 a一遇。除此之外,通过强化应急抢险等管理措施,多部门联动,将内涝点内涝防治标准提升至百年一遇,以应对极端降雨事件。该系统化方案在消除城市内涝问题的同时,实现了雨水径流总量控制、径流污染控制及雨水涵养等多个目标,对其他城市的立交类内涝点治理工作有一定的借鉴意义。
The ground layer of urban interchange in central urban area is prone to waterlogging and the waterlogging due to low terrain,which has been the difficulty of waterlogging control.Taking T interchange in the central urban area of Guangzhou as an example,this paper analyzes the characteristics and causes of waterlogging in urban interchange,and puts forward a systematic prevention and control scheme.Through the engineering measures of emission reduction at the upstream source,simultaneous storage and drainage at the midstream,and enhanced drainage capacity at the downstream,the rainwater in the area is regulated and stored,and the drainage capacity of the area is enhanced,and the drainage standard of the rainwater pipe network in the area is raised to a 3-year return period.In addition,by strengthening the management measures such as emergency rescue and multi department linkage,the waterlogging prevention standard at waterlogging points is raised to once-in-a-century to deal with extreme rainfall events.The systematic scheme not only eliminates the urban waterlogging problem,but also achieves the objectives of total amount control of rainwater runoff,runoff pollution control and rainwater conservation,which has certain reference significance for the treatment of overpass waterlogging points in other cities.
