Analysis on the Verification Rules of Planned Water Use

计划用水是当前我国水资源管理的一项基本制度,是控制用水总量、提高用水效率、约束用水行为的重要手段,已逐步成为实现水资源刚性约束的有力抓手。本文阐述了计划用水管理的意义及核定规则,并进行了实例应用分析,进而分析了目前计划用水存在的问题,据此提出了加强计划用水的措施建议,可为进一步推进节水型社会建设提供参考。

Planned water use is a fundamental institutional mechanism in current water resource management in China.It serves as a vital means to control total water consumption,enhance water use efficiency,and regulate water use behavior.Gradually,it has become a powerful tool for enforcing rigid constraints on water resources.This paper elucidates the significance and verification rules of planned water use management,accompanied by practical application analyses.Furthermore,it examines existing issues in planned water use and proposes measures to strengthen it,aiming to provide insights for further advancing the construction of a water-saving society.
