巢湖市河湖长制能效提级探讨

Discussion on the Improvement of Efficiency and Effectiveness in Implementing River and Lake Chief System in Chaohu City

为探索河湖长制“有能有效”的实现路径,助力打造河湖长制升级版,以巢湖市为例,围绕河湖长制能效提级,构建“一心、四区、六轴、多景”的总体布局,从提级管护能力、提升河湖生态以及建设幸福河湖3个方面,提出了多项重点实施内容,形成了一套可复制、可推广的河湖治理保护经验,可为其他地区的河湖长制能效提级提供参考。

In order to explore the practical and effective implementation path of the river and lake chief system and contribute to the creation of an upgraded version,using Chaohu City as an example,this paper focuses on enhancing the efficiency and effectiveness of the system.It proposes a comprehensive layout of“One Heart,Four Zones,Six Axes,and Multiple Scenarios”,emphasizing upgrading management capabilities,improving the ecological environment of rivers and lakes,and creating happy rivers and lakes.Various key implementation measures are suggested in these three aspects,forming a replicable and scalable experience in river and lake governance and protection.This can serve as a reference for the efficiency improvement of the river and lake chief system in other regions.
