我国能源企业规模化过程中的资产搁浅风险研究——基于创造性破坏理论视角

摘要 自《巴黎协定》签署以来,各国政府努力推动能源转型、减少碳排放和提升气候适应能力,降低对化石能源的依赖成为应有之义。其中,传统化石能源资产的搁浅风险引发金融部门及企业界的担忧。本文从创造性破坏理论出发,探究能源行业规模化进程中资产搁浅形成机理。研究发现:我国能源行业目前正面临着越来越大的资产搁浅风险,存在资产规模化过程中通过创造性破坏作用于资产搁浅的内在机制;企业通过技术进步,能更多地利用前沿技术,但企业资产规模的扩张却抑制了技术利用效率的提升。能源企业要在规模扩张的同时,切实提高技术进步率,只有这样,才能主动应对资产搁浅风险的冲击。政府应因地制宜分类施策,科学合理地推进能源企业转型。 Since the signing of the Paris Agreement,governments around the world have made efforts to promote energy transition,reduce carbon emissions,and increase climate adaptation capabilities,and it has become imperative to reduce dependence on fossil fuels.The stranding risk of traditional fossil energy assets has raised concerns among financial sector and the business community.Based on the theory of creative destruction,this paper explores the formation mechanism of asset stranding in the scale process of energy industry.It is found that China's energy industry is currently facing an increasing risk of asset stranding,and there exists an inherent mechanism of asset stranding through creative destruction in the process of asset scale.Enterprises can make more use of cutting-edge technologies through technological progress,but the expansion of enterprise assets has inhibited the improvement of technological efficiency.Energy enterprises should effectively improve the rate of technological progress while expanding their scale in order to take the initiative to cope with the impact of the risk of asset stranding.The government should take measures according to local conditions and promote the transformation of energy enterprises scientifically and reasonably.
