摘要
省域职业教育专业集群发展需要产教融合对其深度赋能。其逻辑理路体现为:以集群优势理论和社会生产分工论为支撑的必然性依据、产教双方及社会系统价值链全面增进的应然性价值要求、专业体系适应性发展的实然性功能追求、职业教育与产业区域生态位的适然性规定、产教主体资源交换的自然性选择。行动框架包括高质量发展导向的行动理念、政策牵引的行动工具体系、“互联互通”的治理网络行动场域及服务产业能力为重点的指引目标。提升路径在于完善产教融合政策推进体系、创建区域一体化治理模式、健全产教融合实体运行机制、完备合作发展机制、着力专业集群资源秩序化重构。
The development of provincial vocational education professional clusters needs the deep empowerment of integration between industry and education.Its logic is reflected as follows:the inevitability based on the theory of cluster advantage and the theory of division of labor in social production;the necessary value requirement of the comprehensive promotion of the value chain of industry,education and social system;the real functional pursuit of the adaptive development of the professional system;the adaptability stipulation of the ecological niche of the vocational education and industry regions;the natural choice of the resource exchange of the main body of industry and education.The action framework includes a high-quality development-oriented action concept,a policy-driven action tool system,an"interconnective"governance network action field and a service industry capacity-focused guiding objective.The promotion path lies in perfecting the policy promoting system of the integration between industry and education,creating the regional integration governance mode,improving the entity operating mechanism of the integration between industry and education,completing the cooperative development mechanism and focusing on the orderly reconstruction of the resources of the professional cluster.
