摘要
不动产登记业务具有政策性强、落地时间紧、系统调整时间窗口短的特点。针对业务规则调整、业务属地精细化管理等常见问题,本文提出了基于配置管理的不动产登记业务自适应设计思路。将具体登记小类抽象化,通过设置登记基类进行归纳、规范,以基类为基本管理单元进行配置管理;对不动产登记机构进行区域许可或例外授权,实现相关区域的管理控制。上海市通过不动产登记信息系统建设实践,可实时调整已定义的配置项业务,避免频繁调整系统代码,减少约40%系统运维开发量。不动产登记信息系统引入配置管理概念并进行适度配置,有助于提高系统响应速度、提升系统稳定性、降低运维成本。
