Research on the Transformation Thinking of Territorial Spatial Detailed Planning for Implementation

在国土空间规划体系下,详细规划直面具体的规划落地实施,是空间治理的基础抓手,需要重点研究面向实施的详细规划转型思路。调研分析国内50余个城市已有的详细规划工作情况,梳理出规划实施中出现的典型问题与需求。结合存量时代高质量发展的新形势、新要求,从构建国土空间资源的多维协同机制、加强面向规划实施的灵活适应性、完善依法行政的编管一体实施路径3个角度提出详细规划的转型思路。

Within the territorial spatial planning system,detailed planning,which is directly for implementation,is the foundational tool for spatial governance,and the focused research on transformation thinkings of the detailed planning for implementation is needed.Based on the investigation and analysis of detailed planning work from over 50 cities,the typical problems and needs in urban planning implementation are sorted out.Combined with the new situation and demands of high-quality urban redevelopment,the transformation thinkings of detailed planning are proposed from three perspectives:construction of multidimensional coordination mechanism for territorial spatial resources,enhancement of flexible planning adaptability with space and time,and improvement of law-based administration implementation path for planning formulation and management integration.
