山地城市交通场站空间布局方法与重庆实践

摘要 基于对山地城市交通场站空间布局难点的分析,从适应各级国土空间规划编制需求的视角总结交通场站规划编制及管控工作的重点任务,从管控单元、评估度量方法、管控指标体系、动态调整机制4个维度阐述山地城市交通场站专项规划编制的思维变革,结合重庆中心城区公交场站布局规划的实证探索,构建适应国土空间规划传导体系的交通场站专项规划编制方法。在管控单元划定上,逐步向以服务单元为单位的差异化管理方式转型,分类明确管控方向;在评估度量方法上,叠合公交车实际行驶路径与泰森多边形面域,划定服务范围;在管控指标体系构建上,实现管控指标与人口、用地及设施布局的多维契合;在动态调整机制上,建立“刚弹结合”的动态调整机制,灵活应对用地布局调整的不确定性。 Based on an analysis of the difficulties and new requirements on the spatial layout of transportation stations in mountainous cities,the key tasks of the planning and control of transportation stations are summarized from the perspective of adapting to the needs of territorial spatial planning at all levels.The conceptual change of the special planning of transportation stations in mountainous cities is elaborated from the control unit delineation,evaluative measurement method,index system construction and dynamic adjustment mechanism.Combined with the empirical exploration of bus yard and station planning in Chongqing central district,a special planning method adapted to the territorial spatial planning transmission system of transportation stations is constructed.In the control unit delineation,the differentiated management mode is gradually transformed to the"service unit",and the management and control direction is defined by categories.In evaluative measurement method,the actual bus route and Tyson polygon is overlapped to specify the service area.In the index system construction,multi-dimensional fitting between control indicators and population distribution and road network layout is realized to improve spatial control precision.In the dynamic adjustment mechanism,the dynamic"rigid-elastic"mechanism is established to flexibly cope with the uncertainty of land use layout adjustment.
