公共投融资作为构建国家宏观经济治理体系的重要组成部分,在多个层面上重新塑造了传统行政管理体系的运行方式,变革了政府理念及其实践。其研究的局限性在于尚未有效衔接项目合作实践与政府规制体系间的理论差距。探讨如何从合作治理的视角,构建与政府规制相适应的公共投融资项目治理体系以弥补这一理论分歧,显得尤为迫切和必要。这要求在确保公共利益最大化的同时,激发市场活力并兼顾投融资项目的公共属性和商业属性,以实现项目的可持续发展。本研究聚焦文化设施领域,创新性地提出一套“资金-资产”分析框架,旨在为公共投融资合作治理提供理论贡献和实践参考。研究发现:项目合作的多样性源于其在资金流向和资产配置这两个核心维度上的属性差异,因而产生了不同的运作类型和治理模式。有效的治理依赖权力分配、行政管理、信息交流和法律规制等方面的综合运用与平衡。随着我国经济进入高质量发展阶段,公共投融资合作治理的优化对抑制债务风险、提升投资效率、挖掘闲置资产潜能等具有重要意义,因此应从国家层面推进更加具体和可执行的公共投融资项目合作与治理指引,指导地方政府根据区域、行业特点和项目需求选择适配的项目合作类型与治理模式,确保公共投融资领域的高质量发展。

As a crucial element in constructing the national macroeconomic governance system,public investment and financing projects have reshaped the traditional administrative management system on multiple levels,transforming govern ment concepts and practices.Current research fails to effectively bridge the theoretical gap between project cooperation practices and government regulatory systems.It is urgent and necessary to explore how to construct a governance system for public investment and financing projects that aligns with government regulations from a cooperative governance perspective,thereby filling this theoretical gap.This requires maximizing public interest,stimulating market vitality,integrating the public and commercial attributes of investment and financing projects,and achieving sustainable project development.This study focuses on cultural facilities and innovatively proposes a"funds-assets"analysis framework,aiming to provide theoretical contributions and practical references for the cooperative governance of public investment and financing.The study finds that the diversity of project cooperation stems from differences in attributes in the two core dimensions of fund flow and asset allocation,leading to different operational types and governance models.Effective governance relies on the comprehensive use and balance of power distribution,administrative management,information exchange,and legal frameworks.As China's economic and social development enters a high-quality stage,optimizing public investment and financing governance is significant for curbing debt risks,improving investment efficiency,and tapping the potential of idle assets.Therefore,the state should promote more specific and actionable guidelines for public investment and financing project cooperation and governance.These guidelines would guide local governments in selecting appropriate project cooperation and governance models based on regional and industry characteristics,as well as project needs,to ensure high-quality development in the field of public investment and financing.
