新型研发机构绩效评价的国内外实践与启示

新型研发机构改变了科技成果转化范式,是推动科技与产业融合的重要力量。分析国际典型应用型、创新型研究机构的绩效评价实践,对推动我国新型研发机构健康可持续发展意义重大。本文研究梳理了德国、美国、英国和日本典型应用型、创新型研发机构发展绩效评价指标体系,重点分析了典型发达国家在应用型、创新型研发机构发展培育中的评价指标体系以及评价理念等方面的差异和特点,旨在对我国新型研发机构绩效评价提供启示,推动我国新型研发机构评价体系与国际接轨,以促进我国新型研发机构的健康发展和国际竞争力的提升。

New research and development institution has changed the paradigm of technology transfer and was an important force in promoting the integration of technology and industry.Analyzing the performance evaluation practices of typical international applied and innovative research institutions is of great significance for promoting the healthy and sustainable development of new research and development institutions(new R&D institutions)in China.The study reviewed the performance evaluation index system for typical applied and innovative R&D institutions in Germany,the United States,the United Kingdom,and Japan,with a focus on analyzing the differences and characteristics of the evaluation index system and evaluation concepts in the development and cultivation of applied and innovative R&D institutions in typical developed countries.The aim is to provide inspiration for the performance evaluation of China's new R&D institutions,promote the integration of China's new R&D institution evaluation system with the international R&D institution,and promote the healthy development and international competitiveness of China's new R&D institutions.
