数字技术与城市协商治理的内嵌式互动——基于C市参与式预算的案例研究

The Embedded Interaction Between Digital Technology and Urban Consultative Governance—A Case Study Based on Participatory Budgeting in City C

数字技术革新着协商参与的渠道,重构着城市治理的格局。将全过程的公众参与通过数字平台嵌入城市治理的全流程,是全过程人民民主理念与城市治理现代化的深度契合,体现了人民作为城市治理主体和受益者的价值旨归。城市治理过程与公众的协商参与能够通过数字平台形成全链条的深度嵌合。基于超大城市C市数字化参与式预算改革的田野调研,辅之以平台大数据分析的研究发现,数字平台能够以过程赋能的方式贯通治理流程,以主体赋能的方式吸纳多元主体参与,并以资源内嵌的方式形成参与要素与治理环节的过程性互动。基于数字平台的“内嵌式互动”有助于重构社会治理格局中的权力关系,形成精准回应民需、治理过程共担和治理成果共享的城市治理生态。城市治理的数字化转型,有利于驱动公众有序参与公共事务,加强数字技术对国家和社会的双向赋能赋权,推动城市治理和政治发展的耦合共进。

Digital technology is innovating the channels of consultation and participation and restructuring the pattern of urban governance.Integrating public participation throughout the entire process into the full process of urban governance through digital platforms is a profound alignment of the concept of whole-process people’s democracy with the modernization of urban governance,reflecting the value orientation of the people as the main body and beneficiaries of urban governance.The consultation and participation of the urban governance process and the public can form a deep chimera of the whole chain through the digital platform.Based on the field research on the digital participatory budget reform in megacity C and supplemented by the research and analysis of platform big data,it is found that the digital platform can connect the governance process in the way of process empowerment,attract multiple subjects to participate in the way of subject empowerment,and form the procedural interaction between participation elements and governance links in the way of resource embedding.The“embedded interaction”based on the digital platform helps to reconstruct the power relations in the social governance pattern,and form an urban governance ecology that accurately responds to the needs of the people,shares the governance process and shares the governance results.The digital transformation of urban governance can drive the orderly participation of the public in public affairs,enhance the dual empowerment and authorization of digital technology for the country and society,and promote the coupling and joint progress of urban governance and political development.
