Concept,Evolution and Promotion of Building China into a Sporting Nation in New Era

党的二十大提出了加快体育强国建设和到2035年建成体育强国的目标任务。从内涵上看,体育强国既是“体育强的国家”,也意味着“通过体育使国家强盛”,二者间具有统一性。从性质上说,体育强国不是一个单纯的描述性概念,而是一个带有强烈价值预设与时代走向的理论命题,一个有关体育与国家功能性关系的理论命题。建设体育强国要聚焦“体卫融合”,加快推进全民健身与全民健康深度融合;实施“科技兴体”战略,全面优化竞技体育水平;打造“体育+”模式,促进体育产业创新融合发展;深化“体教融合”,充分释放学校教育活力;发展新质生产力,驱动体育文化高质量发展;提升依法治体水平,加强法治化规范体系建设。

The 20 th CPC National Congress put forward the goal of accelerating building China into a sporting nation and reaching this goal by 2035,which meant building China into a nation strong in sports as well as building China through sports,which also indicated a unity between the two.In terms of nature,a sporting nation was not only a descriptive concept,but a theoretical proposition with strong value presuppositions and the direction of the times,a theoretical proposition about the functional relationship between sports and the state.The proposition of building a sporting nation indicated the inheritance and development of the proposition of the relationship between sports and the state at different periods of history,objectively reflecting the demand and value for sports of the Chinese society since the founding of the P.R.C,from standing up to getting rich to getting strong.It highly reflected the national responsibility and mission of the development of the sports industry in contemporary China.To build China into a sporting nation,actions should be taken to push forward integration of sports and health,the integration of fitness for all and healthy China,the implementation of promoting sports through science and technology,to promote the level of competitive sports,to create the“sports+”mode,to promote the high-quality development of the sports industry,to deepen the“integration of sports and education”in order to give full play to the vitality of school education,to drive new productive forces to push forward high quality development of the sports culture,to promote the level of legal administration in accordance with the building of normative system of rule by law.
