摘要
新时代科技创新是推动高校发展和高质量人才培养的重要课题,高校图书馆要主动融入科学研究和学科建设领域,与时代发展的要求和广大师生的需求相匹配。以激励相容理论为基础,分析了高校图书馆相关利益主体及其矛盾点,从整体上构建了高校图书馆科技创新服务绩效评价指标体系,通过调研并运用DEA构建的C2R模型得出了影响高校图书馆科技服务创新绩效的主要指标,在实证分析基础上,提出了通过重点调整馆藏资源建设、智慧馆员团队建设及文献经费分配3个方面优化高校图书馆人力、物力和财力投入的建议,从而使读者权利、馆员利益与高校图书馆的整体发展目标一致,以提高图书馆的科技创新行为绩效。
Sci-tech innovation is an important subject to promote the development of colleges and universities and to train high-quality talents in the new era.University libraries should actively integrate into the field of scientific research and discipline construction,and match with the requirements of the development of the times and the needs of teachers and students.Based on the theory of incentive compatibility,this paper analyzes the related interest subjects of university library and their contradictions,and builds an evaluation index system of sci-tech innovation service performance of university library on the whole,and through investigation and using the C2R model constructed by DEA,obtains the main indexes that affect the innovation performance of sci-tech service of university libraries,and on the basis of empirical analysis,puts forward some suggestions to optimize the human,material and financial input of university libraries by focusing on three aspects of adjusting the construction of collection resources,the construction of intelligent librarian team and the allocation of literature funds,so that the rights of readers and the interests of librarians are consistent with the overall development goals of university libraries,so as to improve the performance of sci-tech innovation behavior of libraries.
