随着我国《通用航空装备创新应用实施方案》的发布,低空飞行在航空物流领域的应用迎来了前所未有的发展机遇。文章旨在探讨这一实施方案为低空飞行在航空物流领域带来的机遇与挑战,为低空飞行在航空物流领域的应用提供有力支撑。应加快完善低空空域规划设计,强化空中监督管理,健全低空飞行协调机制,通过政策引导和市场机制,加大行业监管力度,制定统一的行业标准和操作规范,确保飞行安全。同时,用具有特殊优势企业代表作试点示范,有利于推广运用,促进产学研企服用结合,探索智慧航空物流创新和应用,培育新的经济增长点。

The release of China s General Aviation Equipment Innovation and Application Implementation Programme has ushered in unprecedented development opportunities for the application of low-altitude flight in the field of aviation logistics.The purpose of this paper is to discuss the opportunities and challenges brought by this implementation programme for low-altitude flight in the field of aviation logistics,and to provide strong support for the application.This paper suggests that:the planning and design of low-altitude airspace should be accelerated and improved,the air supervision and management should be strengthened,the coordination mechanism of low-altitude flight should be improved,the industry supervision should be strengthened through policy guidance and market mechanism,and uniform industry standards and operation norms should be formulated to ensure flight safety.At the same time,using enterprises with special advantages as pilot demonstration,is favourable to promoting the combination of industry,academia and research enterprises,exploring smart aviation logistics innovation and application,and cultivating new economic growth points.
