摘要
2024年我国企业数字化采购发展呈现十大特点:数字化采购渗透率稳步提升;营销及福利品采购市场成为数字化采购第三赛道;招采业务加速全流程在线化,部分环节智能化;中央企业(简称“央企”)央企网上商城从支撑采购管理向数字供应链平台升级;央企网上商城与社会化数字供应链平台紧密合作;中央企业网上商城推进履约交付全流程数字化;数字化采购助推供应链全生命周期绿色化;数字化采购平台服务供应链全球化布局;地方国企借鉴央企模式,开启数字化采购第二波浪潮;“人工智能+”成为年度政策热点。通过对97家央企采购数字化情况的调研与分析,认为石化e贸、易派客、中化商务、中建云筑、中交集团、中国能建、国网商城、国能e购、华能智链、国家电投、大唐犀维电商、欧贝、龙腾云创、中航国际金网14家央企网上商城是2024年供应链协同成就数字化采购的最佳实践代表,京东工业、鑫方盛、云中鹤、得力集实、西域、阳采集团、齐心集团、欧菲斯、班德瑞、星苹台、天源迪科、北京筑龙、一采通13家供应链平台和技术服务商是年度技术与服务创新代表。认为当前我国企业数字化采购存在三大挑战:平台化带来品类品质动态挑战;数字化及数据要素准备不足,制约智能化进程;数字化采购创新与规制建设创新存在磨合期。同时也存在四大机遇:大规模设备更新为数字化采购提供用武之地;绿色低碳成为采购及供应链数字化的新动力;AI(人工智能)落地为数字化采购各方提供创新机会;全国统一大市场与数字化采购相辅相成。
In 2024,the development of digital procurement in Chinese enterprises presents ten characteristics:the penetration rate of digital procurement increases steadily;the marketing and welfare goods procurement market has become the third track of digital procurement;the whole process of procurement business is accelerated online,and some links are intelligent;the online malls of central enterprises have been upgraded from supporting procurement management to digital supply chain platforms;the online malls of central enterprises work closely with the social digital supply chain platforms;the online malls of central enterprises promote the digitalization of the whole process of performance and delivery;the digital procurement promotes the greening of the whole life cycle of the supply chain;the digital procurement platform serves the global layout of supply chain;local state-owned enterprises learn from the model of central enterprises to start the second wave of digital procurement;“artificial intelligence+”has become a hot policy of the year.Through the investigation and analysis of the digitalization of procurement of 97 central enterprises,it is believed that 14 online shopping malls of central enterprises,including Chememall.com,EPEC,Sinochem,China Communications Construction Group,China Energy Engineering,State Grid Mall,Huaneng Smart Supply Chain,are the best practice representatives of digital procurement in 2024 for supply chain collaboration.13 supply chain platforms and technical service providers,including XFS.com,Skycrane,OfficeMate,Beijing Truelore,are the annual representatives of technology and service innovation.It is held that there are three major challenges in the digital procurement of Chinese enterprises:the dynamic challenge of category quality brought about by platformization;insufficient preparation of digitalization and data elements restricts the process of intelligence;there is a run-in period between digital procurement innovation and regulatory construction innovation.There are also four major opportunities:large-scale equipment upgrading provides advantage for digital procurement;green and low-carbon has become a new driving force for the digitalization of procurement and supply chains;the implementation of AI provides innovation opportunities for all parties involved in digital procurement;the unified national market and digital procurement complement each other.
