体育志愿服务工程的现实困境与推进方略研究

Realistic Challenges and Advancement Strategies of Sports Volunteer Service Project

体育志愿服务是社会文明进步的重要表现。本文以体育强国重大工程之八——体育志愿服务工程为研究对象,运用文本分析法对体育志愿服务工程的现实困境和推进方略进行分析。研究认为:体育志愿服务是体育志愿服务工程的基础,应该明确其主体、客体和边界等基础理论问题;体育志愿服务工程涉及体育赛会、全民健身、企业、学校、社会组织、草根及个人体育志愿服务等领域;具有社会自觉起步晚、自愿原动力不足、运行机制不顺畅、政府保障不到位、志愿者能力不足、组织体系不完善、统计与评估缺位等现实困境。据此,提出体育志愿服务工程的推进方略:从体育志愿服务工程的目标体系、组织体系、管理体系、统计体系、评估体系、志愿者培养体系、激励机制、保险制度、长效化机制等方面着手,建设体育志愿服务工程,以推动体育强国高质量发展。

Sports volunteer service stands as a significant representation of societal advancement.This study focuses on the Sports Volunteer Service Project,the eighth major initiative in the development of a sports power,and utilizes textual analysis to examine the practical challenges and advancement strategies within this domain.The research asserts that sports volunteer service forms the bedrock of the Sports Volunteer Service Project and necessitates a clear delineation of its fundamental theoretical aspects,including its subjects,objects,and boundaries.The project encompasses various spheres,such as sports events,national fitness,enterprises,schools,social organizations,grassroots efforts,and individual sports volunteer services.It encounters real-world obstacles,including delayed societal awareness,insufficient voluntary impetus,operational inefficiencies,inadequate government support,volunteer skill shortages,organizational inadequacies,and a lack of statistical and evaluative frameworks.In response,this study proposes recommended strategies for the Sports Volunteer Service Project,addressing aspects such as goal systems,organizational structures,management procedures,statistical frameworks,evaluation systems,volunteer training programs,incentive mechanisms,insurance frameworks,and long-term sustainability measures,all aimed at propelling the high-quality development of a sports power.
