教育强国视角下高校继续教育创新发展的困境和路径

Difficulties and paths for the innovative development of continuing education in institutions of higher learning from the perspective of building a nation with education power

建设教育强国,是全面建成社会主义现代化强国的战略先导。通过分析基础教育、高等教育和继续教育的关系,讨论建设全民终身学习的学习型社会对国民受教育程度的客观需求,对高校继续教育发展路径展开研究。研究发现,高校继续教育虽然为中国经济社会发展培养了大量人才,做出过重要贡献,但是随着高等教育深度普及化,学历继续教育暴露出模式危机;同质化办学加剧了竞争,导致供需脱节;长期功能错位抑制了发展力提升,创新能力需要进一步提升。研究表明,在推进教育强国建设背景下,高校继续教育需要重新定位,对自身的内涵、功能和任务作出相应调整,以服务全民终身学习、支撑高质量教育体系、促进教育科技人才一体化发展彰显时代价值;要转变理念,探索助力教育强国建设转型发展、科学分割市场分类发展、重构体系增强服务能力、加强校企校地合作融入市场的创新发展之路。

Building a nation with educational prowess is a strategic precursor to fully establishing a modern socialist country.By analyzing the relationships between basic,higher,and continuing education,this paper discusses the objective need for enhancing the educational level of the populace to build a learning society with lifelong learning for all.It also examines the development path of continuing education in institutions of higher learning(IHL).The study found that although continuing education in IHL has nurtured a significant number of talents for China's economic and social development and made important contributions,the widespread popularization of higher education has revealed a model crisis in academic continuing education.The homogenization of education has intensified competition,leading to a disconnect between supply and demand,while long-term functional misalignment has hindered development potential,and innovation capability needs further improvement.The study indicates that,in the context of promoting building a nation with educational prowess,continuing education in IHL needs to be repositioned,with adjustments made to its connotation,functions,and tasks.This will better serve lifelong learning for all,support a high-quality education system,and promote the integrated development of education,science,and technology talents,thus highlighting contemporary value.It is necessary to shift perspectives and explore innovative development paths to aid in the transformation and development of a nation with educational prowess,scientifically segment the market for classified development,reconstruct systems to enhance service capabilities,and strengthen cooperation between educational institutions,enterprises,and local communities to integrate into the market.
