中国式现代化视角下中国(新疆)自由贸易试验区高质量发展研究

Research on the High-Quality Development of China’s(Xinjiang)Pilot Free Trade Zone from the Perspective of Chinese-Style Modernization

中国式现代化视角下,设立中国(新疆)自由贸易试验区是以习近平同志为核心的党中央着力扩大高水平对外开放,助力新疆成为我国向西开放桥头堡的重要战略部署。当前,中国(新疆)自由贸易试验区在助推新疆扩大外贸规模、优化外贸结构等方面取得了显著成绩。然而,仍存在着疆内产业结构有待优化、外贸合作程度不高、企业营商环境不够优化,全球贸易保护主义抬头,国际贸易政策具有不确定性的问题,这些问题影响和制约了中国(新疆)自由贸易试验区的发展。在此背景下,如何科学应对外部环境新常态,深入实施自由贸易试验区提升战略,推进中国(新疆)自由贸易试验区的高质量发展,成为值得探讨的问题。基于此,文章分别从基础设施、产业结构、贸易政策、人才要素配置、营商环境、金融服务等方面提出了相应的对策建议。

In the context of modernization with Chinese characteristics,the establishment of the China(Xinjiang)Pilot Free Trade Zone reflects the important strategic plan of the Communist Party Central Committee,with Xi Jinping at its core,in expanding highlevel opening up and promoting Xinjiang as a crucial strategic base for opening up to the west.Until recently,this pilot free trade zone has achieved significant fruits in fostering Xinjiang’s expansion of foreign trade scale and optimizing its trade structure.However,numerous challenges still persist have constrained the further development of the pilot free trade zone,including internal issues of irrational industrial structure,low degree of international trade cooperation,not optimized business environment,and external difficulties,such as the rise of global trade protectionism and uncertainty in international trade policies.Given these circumstances,it is imperative to scientifically cope with the new external environmental norms,implement upgrading strategy,and achieve high-quality development.Accordingly,this paper proposes countermeasures from the perspectives of infrastructure,industrial structure,trade policy,talent allocation,business environment and financial services.
