地方应用型本科高校发展中政校关系的重塑——基于治理理论

Reshaping the Relationship between Government and School in the Development of Local Applied Undergraduate Universities:Based on Governance Theory

摘要 地方应用型本科高校的发展是以人才培养定位为基础的高等教育分类改革,这是高等教育多样化高质量发展的重要举措。当前,地方应用型本科高校发展中政校关系存在的问题是:政府政策体系不清晰导致高校“茫然失措”、政府权力下放有限导致高校“怀才难施”、政府资源配置的决定性导致高校“盲目跟从”、政府“同一指挥棒”管理导致高校再临同质化危机。要在“多元”“互动”“协调”“合作”的治理理论指导下,地方政府作为政校关系治理的主导者,应加强顶层设计、搭建服务平台;高校作为责任者,应强化主体意识、寻求多元合作;行业企业作为参与者,应树立利益共同体理念、检验人才培养质量;市场作为监督评价者,应建立中介机构、评估转型质量。 The development of local applied undergraduate universities is a classification reform of higher education based on talent cultivation positioning,and is an important measure for the diversified and high-quality development of higher education.Currently,there are issues with the development of local application-oriented undergraduate universities,such as unclear government policy systems leading to"confusion and confusion"among universities,limited decentralization of government power leading to"difficult implementation"of universities,decisive allocation of government resources leading to"blind following"of universities,and government"same baton"management leading to another crisis of homogenization in universities.Guided by governance theory emphasizing"diversity,""interaction,""coordination,"and"cooperation,"local governments,as the primary actors in managing government-school relations,should enhance top-level design and build service platforms;institutions should strengthen their awareness of responsibility and seek diverse cooperation;industry enterprises should adopt a community of interest concept and assess the quality of talent cultivation;and the market,as a supervisory evaluator,should establish intermediary agencies and evaluate the quality of transformation.
