摘要
为有效破解政府投资工程招投标的合谋难题,基于演化博弈理论,通过仿真分析研究区块链引入后招标单位代理人、投标单位和监管机构在不同初始行为概率、严格代理成本降低额、严格监管成本降低额等对系统演化策略的影响。研究发现:初始策略选择对三方演化稳定有显著影响;在区块链监管环境下可促使系统的演化策略选择为“宽松代理,合规投标,严格监管”。仿真分析结果弱化招标代理服务,降低政府监管成本,提高了监督效率,并破除工程各方的碎片化管理。
In order to effectively solve the problem of bidding for government-invested projects,based on the evolutionary game theory,the influence of bidding agents,bidders and regulatory agencies in the aspects of different initial behavior probabilities,strict agency cost reduction and strict supervision cost reduction on the system evolution strategy after the introduction of blockchain.The results show that the initial strategy selection has a significant effect on trilateral evolutionary stability;In the blockchain regulatory environment,the evolution strategy of the system can be selected as"loose agency,compliant bidding,strict supervision".The results of simulation analysis weaken the bidding agency service,reduce the cost of government supervision,improve the efficiency of supervision,and break the fragmented management of the project parties.
