基于营商环境评估的产业用地分等研究——以江苏省泰州市为例

摘要 精准剖析区域产业用地效益和分布特征,从营商环境视角多尺度评估产业用地利用效益,可为产业空间优化开发和区域产业经济高质量发展提供参考。本研究在地方自然资源与规划部门的支持下,在梳理评价思路的基础上,从行政区域和宗地尺度入手,采用GIS空间分析、TOPSIS综合评价法等方法构建基于营商环境评估的城市产业用地分等方法,并以江苏省泰州市为例开展实证研究。结果表明:(1)产业用地评定共分为五等,在行政区域和宗地两个尺度均呈现了空间离散分布和低等用地数量集聚的特征,分布特征与区域产业经济发展整体状况较为匹配,评定方法的简便性和可推广性较高。(2)实证结果表明产业园区高等地占比大于普通地区,但其高等地集聚水平受产业园区空间集聚程度和产业聚类程度的双重影响。 This study accurately identifies the regional industrial land use efficiency and distribution characteristics and evaluates the industrial land use grade from a multi-scale perspective based on the business environment.The study can provide a reference for the optimal development of industrial land and the high-quality development of the regional industrial economy.With the support of local natural resources government departments,this study starts at two scales of administrative areas and parcels and adopts GIS spatial analysis,the TOPSIS comprehensive evaluation method,and other methods to construct a method system for grading urban industrial land based on the business environment.And based on this,the industrial land grading method is proposed,and empirical research is carried out in Taizhou City as an example.The results show that:(1)industrial land is divided into five grades and presents the spatial discrete distribution characteristics and the characteristics of low-grade land agglomeration in both administrative area and parcel scales.The distribution characteristics match the overall situation of regional industrial and economic development.The method of industrial land grading is very simple and highly scalable.(2)The empirical results show that the proportion of high-grade land in industrial parks is larger than that in ordinary areas.However,the concentration level of high-grade land is influenced by both the degree of spatial concentration of industrial parks and the degree of industrial clustering.
