公共住房建设的国际比较与启示

International comparison of public housingconstruction and its enlightenment

公共住房建设是关系民生的重要工程。本文从我国公共住房建设中存在供需结构不合理、公共住房供应不足、财政负担较重、公共住房作用薄弱等问题出发,与新加坡、美国、英国、德国、日本等国家的公共住房建设实践进行比较;并基于威廉姆森提出的制度分析框架,从社会文化、公共住房的法律法规、住房管理组织机构、公共住房融资模式等四个层面进行了分析梳理。研究提出我国公共住房建设应加强“住有所居”宣传、加大高层次效力立法、推进专业化公共住房组织建设,加大社会资本投入公共住房建设领域等相关建议,为面向中国式现代化的公共住房建设提供了新的思路。

Public housing construction is an important project concerning people s livelihood.Starting from the problems of unreasonable supply and demand structure,insufficient supply of urban public housing,heavy financial burden,and weak role of public housing in China s public housing construction,this paper compares it with the construction of public housing in countries such as Singapore,the United States,the United Kingdom,Germany,and Japan.Based on the analysis method of new institutional economics,this paper analyzed its social culture,the construction of laws and regulations on public housing,housing management organizations,and the financing mode of public housing and compared it with China s current public housing construction.Some relevant suggestions are put forward in the construction of public housing,such as strengthening the publicity of“living for some reason”,strengthening the legislation of high-level effectiveness,doubling the construction of specialized public housing organizations,and deepening the investment of social capital in the construction of public housing.It provides a new idea for the construction of public housing facing Chinese-style modernization.
