碳达峰碳中和背景下双碳监测管控技术体系研究

Research on Dual Carbon Monitoring and Control Technology System under the Background of Carbon Peak and Carbon Neutrality

随着《碳监测评估试点工作方案》(环办监测函[2021]435号)的实施,为碳达峰碳中和背景下双碳监测管控技术体系建设提供了明确目标与技术指南。该文以此为出发点概述了该体系的重要性,采用文献参考法和因果原理剖析了其建设中存在的问题,并在此基础上分别从深度的理论层面、广度的技术层面、精度的指标层面,提出了几点有利于促进其建设的对策建议。

With the implementation of the"Pilot Work Plan for Carbon Monitoring and Assessment"(Environmental Monitoring Letter[2021]No.435),clear goals and technical guidelines have been provided for the construction of a dual carbon monitoring and control technology system under the background of carbon peak and carbon neutrality.This article takes this as a starting point to outline the importance of the system,and uses literature reference method and causal principle to analyze the problems existing in its construction.Based on this,several countermeasures and suggestions that are conducive to promoting its construction are proposed from the theoretical level of depth,the technical level of breadth,and the indicator level of accuracy.
