民族区域自治制度、铸牢中华民族共同体意识分别是毛泽东思想、习近平新时代中国特色社会主义思想对马克思主义民族理论的重大贡献,是相互促进的关系,可以从社会实践与社会意识、保障与主线两个角度加以理解,也要在尊重和包容差异性的过程中增进共同性。铸牢中华民族共同体意识与民族区域自治制度都服务于党和国家中心工作,坚持党的领导、马克思主义在意识形态领域的指导、人民代表大会制度,坚持和完善大统战工作格局。铸牢中华民族共同体意识是新时代党的民族工作的主线、民族地区各项工作的主线,也是新时代坚持和完善民族区域自治制度应予以贯穿的主线。铸牢中华民族共同体意识并不是单独发挥作用的,要求形成和发展以铸牢中华民族共同体意识为中心的社会意识集合,为民族区域自治地方高质量发展提供条件。民族自治地方也能够为其他地方推进中华民族共同体建设、铸牢中华民族共同体意识积累更多有益经验。

Forging a strong sense of community for the Chinese nation is the main task of the Party's ethnic work in the New Era,the main task of all work in ethnic areas,and has become the main task that should be carried through to uphold and improve the regional ethnic autonomous system in the new era.Forging a sense of community for the Chinese nation plays a guiding role in the development and improvement of the system of regional ethnic autonomy,providing a fundamental criterion for assessment,as well as conditions for the high-quality development of the ethnic autonomous areas.In fact,forging a sense of community for the Chinese nation and the system of regional ethnic autonomy share a common theoretical logic of adaptation of Marxist ethnic theory to the Chinese context.Meanwhile,both of them hold a common practical orientation,which is serving the central work of the Party and country,adhering to the fundamental system of the state,and embodying the work pattern of the overall united front.This article tries to make an in-depth analysis of the relationship between the system of regional ethnic autonomy and forging a strong sense of community for the Chinese nation.The system of regional ethnic autonomy is an institutional requirement of ethnic work.Forging a strong sense of community for the Chinese nation is not only the main principle of all work in the regional ethnic autonomous areas but also a requirement of social consciousness in ethnic work.Although the system of regional ethnic autonomy focuses on practice while the forging of a sense of community for the Chinese nation focuses on awareness,they are mutually reinforcing.Meanwhile,both of them are subordinate to the central work of the Party and the country,and must adhere to the system of the Party leadership,the system of people s congress and the system of the guiding position of Marxism in the ideological sphere.They are characterized by the respect for plurality,taking into account diversity,enhancing the common nature of all ethnic groups,and seeking socialist consistency.The system of regional ethnic autonomy takes the forging of a sense of community for the Chinese nation as its main principle.This indicates that the forging of a strong sense of community for the Chinese nation should run through all the segments,parts and stages of the system of regional ethnic autonomy,and a collective social consciousness centered on the consciousness of the Chinese national community should be formed and developed in ethnic regional autonomous areas.At the same time,one should adhere to and improve the mutual reinforcement between the system of regional ethnic autonomy and forging a sense of community for the Chinese nation.This is manifested in the following aspects:The forging of a sense of community for the Chinese nation will promote the development and improvement of the system of regional ethnic autonomy.In return,the system of regional ethnic autonomy is also conducive to forging a sense of community for the Chinese nation and the advancement of the construction of the Chinese national community.
