摘要
多元主体参与是新时代推进生态治理的应然之意与现实进路。传统参与模式存在主体单一化、规模局限性和常态化不足等诸多弊疾,而互联网时代网络模式的出现为解决旧有痼疾提供技术可能性。通过对“蚂蚁森林”的案例研究表明,网络模式的结构组成可归结为多元主体相互联结形成的关系网络和线上线下参与的双层空间。网络模式的本质在于结构赋能降低多元主体参与生态治理的门槛条件、心理赋能培育环保文化和资源赋能拓展参与功能边界等三种技术赋能机制实现其作用。网络模式使多元主体参与生态治理破除传统壁垒,实现了价值共创的“最大公约数”,且本土的实践成效和海外复制推广愈加凸显该模式的可持续性。
The participation of multiple subjects is the intended meaning and realistic approach for promoting ecological governance in the new era.The traditional participation model has many shortcomings,such as simplification of the subject,limitation of scale and insufficient normalization.The emergence of the network model in the Internet era provides technical possibilities for solving the original problems.The study of"Ant Forest"through case analysis shows that the structure of the network model has two aspects,one is the relationship network formed by the interconnection of multiple subjects,and the other is the double-layer space for online and offline participation.The essence of the network model lies in the three technological enabling mechanisms of structural empowerment,which lower the threshold conditions for the participation of multiple subjects in ecological governance,psychological empowerment to cultivate environmental protection culture,and resource empowerment to expand the functional boundaries of participation.The network model enables multiple subjects to participate in ecological governance to break down traditional barriers and achieve the"greatest common denominator",and the local practical results and overseas replication and promotion increasingly highlight the sustainability of their value creation.
