日本科技创新推动产业升级的演进与影响机制研究

摘要 面对贸易战、科技战,我国存在创新体系不完备、基础研究薄弱、企业科技创新能力不强、核心技术“卡脖子”等困境,这与日本二战后由经济高速增长转入低速增长期所处的发展环境有相似之处。本文探讨日本在进入经济低速增长时期的1974年至平成时代结束的2019年间科技创新推动产业升级的演进历程与影响机制,总结经验教训,意图为我国完善科技创新体系、实现产业升级以及突破经济发展瓶颈提供参考和借鉴。 China is facing an international environment of trade and technology wars between China and the United States,with challenges such as incomplete innovation systems,weak basic research,weak technological innovation capabilities of enterprises,and a bottleneck in core technologies,this is similar to the development environment in which Japan transitioned from high-speed economic growth to low-speed growth after World War II.This article explores the evolution process and impact mechanism of technological innovation promoting industrial upgrading in Japan during the period of low economic growth from 1974 to the end of the“Heisei period”2019.It summarizes its experience and lessons,with the intention of providing reference and inspiration for China to establish a technological innovation system,achieve industrial upgrading,and break through economic development bottlenecks.
