新时代内蒙古机构编制服务采供血事业发展路径探析

Analysis of Institutional Establishment Service Paths for Blood Collection and Supply Development in Inner Mongolia in the New Era

近年来,自治区本级、12个盟市、大部分旗县(市、区)建立了政府主导的采供血工作机制,平均献血率(献血人口与常住人口的比例)达到0.96%;供血量基本满足内蒙古自治区现有623家医疗机构的用血需求。17个独立设置的采供血机构的职责逐渐明晰,530多名编制基本达到人员配置要求。内蒙古自治区采供血工作经费投入机制不完善,硬件设施需要改善,管理体制机制需要进一步理顺,无偿献血总量需要巩固,机构编制资源盘活力度需要进一步加大。新时代,机构编制需要充分发挥在管理全过程中的基础作用,在理顺采供血领域相关管理体制机制、规范各级采供血机构设置和职能配置、加强采供血机构内部管理、探索开展采供血机构人员总量管理试点、提高采供血领域编制使用效益等方面久久为功、持续发力。

In recent years,the autonomous region,12 league cities,and most banner counties(cities,districts)have established government-led blood collection and supply mechanisms.The average blood donation rate(ratio of blood donors to permanent residents)has reached 0.96%,with blood supply generally meeting the demands of 623 medical institutions in the Inner Mongolia Autonomous Region.The responsibilities of 17 independently established blood collection and supply institutions have gradually clarified,with over 530 staff members largely meeting personnel requirements.However,the Inner Mongolia Autonomous Region faces challenges in blood collection and supply work,including imperfect funding mechanisms,need for improved hardware facilities,management systems requiring further streamlining,necessity to consolidate voluntary blood donation volumes,and need for greater revitalization of institutional staffing resources.In the new era,institutional establishment needs to fully leverage its fundamental role throughout the management process.Efforts should focus on streamlining relevant management systems in blood collection and supply,standardizing the establishment and functional configuration of blood collection and supply institutions at all levels,strengthening internal management,exploring pilot projects for total personnel management,and improving staffing efficiency in the field.These efforts require persistent and continuous work to achieve long-term results.
