摘要
完善的治理体系是我国现代学徒制试点工作顺利推进的关键。打造多元共治、跨界共生的现代学徒制治理格局,离不开多元主体的积极参与。企业参与是现代学徒制治理的基本特征,作为教育治理与社会治理的重要主体之一,组织的效率逻辑为企业参与现代学徒制治理提供了内在驱动,合法性逻辑为企业参与现代学徒制治理提供了外在规范;二者分别在不同层面为企业参与现代学徒制治理提供了必要性与可能性,是企业参与现代学徒制治理的逻辑理路与行动路向。然而,企业在参与现代学徒制治理过程中尚存在不同程度的利益失序、权力失语及责任失位等现实桎梏,影响着现代学徒制治理的质量与成效。需要以跨界共生为行动目标,以权责利相统一为行动原则,通过保障企业的育人主体权力、明晰企业的育人主体责任,以及维护企业育人主体利益,为畅通企业参与现代学徒制治理提供多元路径。
A perfect governance system is the key to the smooth progress of the modern apprenticeship pilot work in China.To build a modern apprenticeship governance pattern of multiple co-governance and cross-border symbiosis,it is inseparable from the active participation of multiple subjects.Enterprise participation is the basic feature of modern apprenticeship governance.As one of the important subjects of education governance and social governance,the efficiency logic of the organization provides an internal driving force for enterprises to participate in modern apprenticeship governance.The logic of legitimacy provides external norms for enterprises to participate in the governance of modern apprenticeship;the two provide the necessity and possibility for enterprises to participate in modern apprenticeship governance at different levels,which is the logical way and action direction for enterprises to participate in modern apprenticeship governance.However,in the process of participating in the governance of modern apprenticeship,enterprises still have different degrees of practical shackles such as disorder of interests,aphasia of power and loss of responsibility,which affect the quality and effectiveness of modern apprenticeship governance.It is necessary to take cross-border symbiosis as the action goal and the unity of rights,responsibilities and interests as the action principle.By ensuring the power of the main body of education,clarifying the main responsibility of the main body of education,and safeguarding the interests of the main body of education,we can provide multiple paths for enterprises to participate in modern apprenticeship governance.
