摘要
中国向高质量发展转型、以颠覆性技术培育新质生产力、以创新驱动作为新的经济发展动力等国家发展战略势必引发劳动需求变迁、改变就业状况,统筹教育、培训和就业工作旨在破解结构性就业不匹配难题。依据劳动需求的派生需求和联合需求特征阐释了统筹教育、培训和就业的内在逻辑,从异质性人力资本、全要素生产率、高质量发展分析了其持续性、全面性和高质量三个典型特征,探索了职业教育与培训在促进增量和存量劳动力就业、提升劳动力全生命周期就业力中的行动指向。
China's national development strategies,such as transforming to high-quality development,cultivating new quality productive forces with disruptive technologies,and taking innovation as the new driving force of economic development,are bound to lead to changes in labor demand and employment conditions and coordinate education,training,and employment work to solve the problem of structural employment mismatch.This paper explains the internal logic of integrated education,training,and employment according to the characteristics of derived and joint needs of labor demand.It analyzes three typical characteristics of continuity,comprehensiveness,and high quality from the perspectives of heterogeneous human capital,total factor productivity,and high-quality development,and explores the action direction of vocational education and training in promoting the employment of incremental and stock labor force and enhancing the employability of the labor force in the whole life cycle.
