碳计量核查体系设计和实施情况研究

摘要 碳计量作为衡量碳排放的一种重要方法,已成为国际社会应对气候变化的关键手段。现阶段我国全国碳排放权交易监测、报告和核查(MRV)体系的构建和改进已取得显著进展。以碳计量为主题,基于国际经验和国内试点经验,探讨全国碳排放权交易MRV体系的设计思路,设计出体系应包含的主要内容,并提出从试点碳市场过渡到全国碳市场的保障措施。通过研究碳计量核查体系,为碳中和目标的实现提供了一定的参考和借鉴。 Carbon measurement,as an important method of measuring carbon emissions,has become a key means for the international community to respond to climate change.At the present stage,significant progress has been made in the construction and improvement of China’s national carbon emissions trading MRV system.Taking carbon measurement as the theme,based on international experience and domestic pilot experience,the design idea of the the national carbon emissions trading MRV system is discussed.The main contents of the system are designed,and safeguards are proposed for the transition from the pilot carbon market to the national carbon market.By studying carbon measurement verification system,some reference for the realization of carbon neutral target is provided.
