基于PMC指数模型的物流业发展政策量化评价研究

Research on Quantitative Evaluation of Logistics Development Policy Based on PMC Index Model

为解决我国物流业发展过程中存在的现实问题,助力经济和社会发展。文章以物流业发展政策文本为研究对象,构建了PMC物流业发展政策评价指标体系和评价模型,并通过计算近5年国务院办公厅发布的4项物流业发展政策的PMC指数,对政策效力进行量化评价。研究发现,物流业发展政策总体效力较高,规划详实、科学合理,但也存在着缺少反馈机制、激励措施单一、缺乏物流业标准化规章等问题。基于此,文章建议增加反馈机制,优化激励措施,以进一步完善物流业标准化规章。

In order to solve the practical problems existing in the development of China's logistics industry and promote economic and social development,this paper takes the text of logistics development policy as the research object,constructs the evaluation index system and evaluation model of PMC logistics development policy,and evaluates the policy effectiveness by calculating the PMC index of four logistics development policies issued by the State Council in recent five years.The results show that the overall effectiveness of the logistics industry development policy is good,and the planning is detailed,scientific and reasonable,but there are also some problems such as lack of feedback mechanism,single incentive measures and lack of logistics industry standardization regulations.Based on this,it is suggested to increase the feedback mechanism,optimize the incentive measures,and further improve the logistics industry standardization regulations.
