“双一流”高校政府采购的购前、购中、购后的过程监管探索

Exploring the Process Supervision of Pre-purchase,Mid-purchase,and Post-purchase for Government Procurement in"Double First-class"Universities

为推进“双一流”高校建设,各高校正在开展新一轮创新发展的建设实践。高校政府采购工作是高校开展“双一流”建设实践、保证经费支出合理合规的必经途径。近几年,针对高校政府采购领域接连出台政策,高校政府采购工作“放管服”改革成为各高校面临的重要课题。通过分析“双一流”建设背景下高校政府采购的特点及存在的问题,从高校政府采购的购前、购中、购后三个阶段分别提出思考与对策,可为高校政府采购工作提供有益借鉴。

In order to promote the construction of"double first-class"colleges and universities,colleges and universities are carrying out a new round of innovative development construction practice.Government procurement is a very important link for colleges and universities to carry out"double first-class"construction practice and to realize reasonable and compliant expenditure of funds.With the State Council and relevant ministries and commissions successively issued policies in the field of government procurement in colleges and universities,the reform of"delegation,management and services"of government procurement has become an important issue.In this paper,in response to the three stages of the entire lifecycle of government procurement activities in universities,namely pre-purchase,during purchase,and post-purchase,respective considerations and strategies are proposed by analyzing the characteristics and problems of university government procurement under the background of"double first-class"construction,so as to offer valuable insights for the improvement of government procurement in universities.
