摘要
海关国门生物安全人才是筑牢国门生物安全防线的核心力量。本文以Q海关为研究对象,发现基层海关国门生物安全人才队伍建设面临人才总量不足、高层次复合型国际化人才匮乏、人才结构不科学、培训体系不完善等困境,并从制度建设、能力建设、基础建设等方面提出对策建议,本文期望通过以小见大的研究思路,为海关加强国门生物安全人才队伍建设提供有益借鉴。
Customs biosafety personnel are at the core of building a strong national biosafety defense line.This paper focuses on Q Customs as the research subject,analyzing the current status of the construction of a national biosafety talent pool,as well as challenges such as insufficient overall talent,a shortage of high-level compound international talents,an unbalanced talent structure,and imperfect training system.It identifies the reasons for the existing problems and proposes countermeasures and suggestions for grassroots customs to solve the difficulties of national biosafety talent team construction from the aspects of institutional construction,capacity building,and infrastructure construction.This article hopes to provide useful reference for other customs regions to strengthen the construction of national biosafety talent team through a small to large research approach.
