构建新发展格局迫切需要畅通城乡经济循环,其中关键是畅通城乡要素流动。实现劳动力、土地、资本、技术、数据等生产要素在城乡之间的平等交换、双向流动,有利于促进国民经济循环畅通、提高国内大循环的空间规模和内生动力、增强国内大循环稳定性。在加快构建新发展格局的战略安排下,城乡要素流动需要体现“凸显要素流动的双向对等性、发挥创新要素的关键作用、着眼于城乡产业的融合互补发展、牢牢守住安全发展底线、坚持共同富裕的价值导向”五方面的战略要求。这需要持续深化城乡要素流动的体制机制改革、强化城乡产业融合发展的要素支撑、守牢要素流动的安全发展底线、完善要素流动收益分配机制,为加快构建新发展格局提供强有力的要素支撑。
