高校是基础研究与科技创新的主力军,在实施有组织科研中发挥着至关重要的作用,其主要面向国家科技战略需求,促进我国实现高水平科技自立自强。当前,高校有组织科研在体制机制、保障条件、成果评价、行政与学术权力协调等方面存在一定问题,亟待关注难点何解、堵点何疏。通过案例分析,围绕政府、高校、企业、科研院所等多元主体,从机制优化、顶层设计、平台建设、项目统筹、经费投入、成果转化、人员管理等方面提出解决高校有组织科研难点堵点的对策建议,为促进高校深入实施有组织科研、加速实现高水平科技自立自强提供参考和指导。

High-level scientific and technological self-reliance and self-improvement are critical for national development,and they are dependent on the development of basic research and the acceleration of scientific and technological innovation.As the main force of basic research and scientific and technological innovation,universities play a vital role in the implementation of organized scientific research.However,at present,colleges and universities are essentially academic free bodies,mainly adopting the free exploration mode in basic research and scientific and technological innovation,coupled with the more traditional school-college two-level management model.There is still certain resistance in the process of reforming the science and technology management system and mechanisms,and it is difficult to form an interdisciplinary and systematic organized scientific research model,which greatly affects the optimal allocation of scientific and technological resources,the release of scientific research vitality,and the stimulation of the potential of scientific research personnel.In order to serve the major strategic needs of national scientific and technological innovation,and promote organized scientific research in universities,this study follows the research trend of"theoretical research-empirical investigation-diagnosis of pulse problems-proposal of countermeasures".First,on the basis of fully investigating the scientific research organization model of Chinese universities,this paper deeply analyzes the difficulties that hinder organized scientific research in colleges and universities;then through the case analysis of universities with industry characteristics-K universities,and it focuses on multiple subjects such as governments,universities,enterprises,and scientific research institutes,and proposes countermeasures and suggestions to solve the difficulties of organized scientific research in colleges and universities are proposed from the aspects of mechanism optimization,top-level design,platform construction,project coordination,fund investment,achievement transformation,and personnel management,so as to optimize the allocation of scientific and technological resources,improve the quality of scientific research output,and lay an important foundation for China to achieve scientific and technological self-reliance and self-improvement.Taking the organized scientific research management of"double first-class"science and engineering universities as the research object,this study centers around the organized scientific research management of basic research,and takes"blocking points and difficulties in organized scientific research operation"and"cases of efficient operation of organized scientific research"as the starting point.Through systematic investigation and interviews with 31 scientific researchers,this paper summarizes the deep-seated"pain points"and"blocking points"that need to be solved in the current operation and management of organized scientific research in Chinese universities.From the perspective of self-organization and other organizations,it is essential to strengthen the efficient operation and performance improvement of organized scientific research,and carry out longitudinal tracking around how to increase the major practical needs of key core technologies in the context of scientific and technological self-reliance and self-improvement,so as to establish and improve the countermeasures for the efficient operation of organized scientific research in Chinese universities.Given the importance and urgency of organized scientific research in Chinese universities,this paper starts from the four aspects and major problem orientation and takes the difficulties and blockages of the organized scientific research operation of universities as the research object.By clarifying the shackles that restrict the scientific and technological innovation system and mechanism of universities,this paper enriches the countermeasure research of the efficient operation of organized scientific research,and realizes the organic combination of organized scientific research management level and innovation performance of Chinese universities.Different from previous literature,this paper analyzes the practical experience of universities with industry characteristics from a unique perspective to effectively implement organized scientific research to solve difficulties and blockages for Chinese universities,and gives full play to the role of colleges and universities in scientific and technological innovation,basic research,and realizing scientific and technological self-reliance and self-improvement.The research results also have guiding significance for the reform of science and technology management system and mechanism in Chinese colleges and universities and the cultivation of high-quality talents.
