新版《化妆品抽样检验管理办法》明确了化妆品抽样检验的计划制定、抽样、检验和结果报送、异议和复检、核查处置、信息公开等全环节的具体要求,其一系列亮点进一步提升了化妆品质量安全治理水平,对打击化妆品非法添加禁用原料、未经许可生产化妆品、生产经营未经注册特殊化妆品等严重违法行为具有重要意义。笔者结合广东省化妆品抽检工作的实践经验,浅析办法中的若干亮点,为提升我国化妆品抽检工作和化妆品质量安全治理水平提供参考。

The Measures for the Administration of Cosmetics Sampling Inspection elucidate specific requirements throughout the entire process of cosmetics sampling inspection,encompassing plan formulation,sampling procedures,inspections and result submissions,objection handling and reinspection processes,verification and disposal methods,as well as information disclosure protocols.A series of remarkable highlights within these measures further enhance the level of quality and safety management in cosmetics—an endeavor that holds immense significance in combating severe illicit activities such as unauthorized addition of prohibited raw materials or production and distribution of unregistered special cosmetics.Drawing upon practical experience with cosmetics sampling in Guangdong Province,this article briefly analyzes select highlights from these measures to provide valuable insights aimed at elevating China's standards for quality assurance and safety management in cosmetic products.
