超大城市供排水管网系统韧性能力建设实践与思考

摘要 韧性建设是提升城市防灾减灾能力的重要内容。随着气候极端性和不确定性的加剧,提升超大城市管网系统的韧性能力愈发紧迫。围绕原水管渠、供水管网和排水干线三类管网系统,从五个方面介绍上海在管网韧性能力建设方面的主要实践,包括原水管渠强韧互备能力提升、老旧供水管网改造、供水管网态势感知平台建设、老旧排水干线改造、污水片区连通性建设。基于此,提出了供排水管网韧性建设的一般性技术路线,包括灾害防范、灾害响应、韧性评估和韧性提升四个维度。最后从数字化赋能、管网韧性与管理韧性结合、韧性与效率的平衡三方面对未来的发展趋势进行展望。 Resilience construction is an important aspect of enhancing urban disaster prevention and reduction capabilities.With the intensification of climate extremes and uncertainties,it is increasingly urgent to enhance the resilience of urban pipeline network systems in mega cities.This article focuses on original water channels,water supply networks,and drainage main lines,and introduces the main practices in resilience construction in Shanghai,including the improvement of the redundancy of raw water channels,the renovation of old water supply pipelines,the construction of situation awareness platform of water supply networks,the renovation of old drainage main lines,and the connectivity construction in the sewage area.Based on above,ageneral technical route for the resilience construction has been proposed,including disaster prevention,disaster response,resilience assessment,and resilience enhancement.Finally,the prospects for future development trends are presented from three aspects,including the digital empowerment,the combination of pipeline resilience and management resilience,and the balance between resilience and efficiency.
