以学术共同体推进人文社科期刊高质量评价的审思

Reflections on Promoting High-quality Evaluation of Humanities and Social Sciences Journals by Academic Community

摘要 人文社科期刊高质量发展离不开高质量的评价。我国人文社科期刊历经多年发展,已经形成了较为成熟的三大评价体系,但在实践中也显露了一些问题,如未能充分反映人文社科期刊及其不同学科的特点与差异、对期刊内容质量和创新力评价不足、学术共同体的评价主体主导地位未被充分重视等。在推进一流学术期刊建设的时代要求下,应重视人文社科期刊评价学术共同体的培育与构建,促进其与学术期刊融合发展,激发专家集聚效应,使其成为人文社科期刊评价多元主体中的主导者,明确其构建路径、工作职能与责任约束,进一步完善人文社科学术期刊多元评价体系,助力我国学术期刊高质量发展。 The high-quality development of humanities and social sciences journals relies on effective evaluation mechanisms.Over the years,China's humanities and social sciences journals have established relatively mature evaluation frameworks.However,practical implementation of these frameworks has disclosed several problems,including the failure to adequately account for the unique characteristics and disparities among these journals and their respective disciplines,insufficient assessment of content quality and innovation,and inadequate recognition of the primary role of the academic community in evaluation.In response to the imperative of advancing top-tier academic journal development,it is essential to prioritize the cultivation and integration of the academic community in journal evaluation processes.This entails fostering synergy between academic communities and journals,catalyzing the aggregation of expert insights,and positioning the academic community as a central stakeholder in humanities and social sciences journal evaluation.This necessitates clarifying the trajectory,functional roles,and responsibilities of the academic community,hence refining the multifaceted evaluation system for humanities and social sciences academic journals and fostering the high-quality development of academic journals in China.
