土耳其高等教育国际化政策趋势研究——兼论中土高等教育合作交流

Policy Trends of Internationalization of Turkish Higher Education—An Introduction to Sino-Turkish Cooperation and Exchange in Higher Education

作为亚欧大陆的“十字路口”和“一带一路”沿线的重要节点国家,土耳其高等教育国际化政策及其发展趋势不仅影响着本国的教育发展,也是中土两国教育合作交流的基础之一。近年来,土耳其积极融入欧洲高等教育区,努力打造区域差异化高等教育体系,紧跟全球高等教育变革动向。文章结合土耳其国家战略、人才交流机制,以及当前国际形势下土耳其高等教育交流与合作的趋势,从先决条件、人才培养和未来目标三方面分析中土教育合作交流的优势和空间:协同发展战略需求一致,联合建立双边高层次人才交流机制,共同助力发展中国家“去边缘化”。

As the“crossroads”of Asia and Europe and an important node along the Belt and Road,Turkey’s higher education internationalization policy and its development trend not only affect its own education development,but also serve as one of the foundations of educational cooperations and exchanges between China and Turkey.In recent years,Turkey has been actively integrating into the European Higher Education Area(EHEA),striving to build a regional differentiated higher education system,and keeping up with the trend of global higher education reforms.Combined with Turkey’s national strategy,talent exchange mechanism,and the current trends of Turkey’s higher education exchanges and cooperations in the international situation,this article analyze the advantages and space for Sino-Turkish educational exchanges and cooperations from the perspective of prerequisites,talent cultivation and future goals:synergizing strategic development needs of the same,establishing bilateral high-level talent exchange mechanism,and jointly helping developing countries’“de-marginalization”.
