检察机关服务乡村振兴路径研究——以Q市为例

Research on the Path of Procuratorial Organs Serving Rural Revitalization——A Case Study on Q city

检察机关服务乡村振兴蕴含着深刻的法理内涵,“服务大局”和“为民司法”两大司法理念形塑了检察机关服务乡村振兴的理论根基,“能动检察”为检察机关服务乡村振兴提供职能支撑。Q市检察机关依法能动履职,积极探索服务乡村振兴的实践路径,但仍然存在服务意识不强、检察力量下沉不足、基层社会治理参与度不高、协调联动欠缺等问题。探索深化思维和提升能力并举、打击犯罪和保护权益并用、内部完善和外部联动并行、犯罪惩治和源头防治并进的检察路径。解决体制机制问题,提升检察机关服务乡村振兴的能力和水平,具有较大的实践价值。

The procuratorial organs serve the rural revitalization contains profound legal connotation,and the two judiciaries of“Serving the overall situation”and“Serving the civil justice”shape the theoretical foundation of the procuratorial organs serving the rural revitalization.“Active prosecution”works for the prosecution service to provide functional support for rural revitalization.However,there are still some problems,such as weak service consciousness,insufficient procuratorial power,low participation in grass-roots social governance,and lack of coordination and linkage.We will explore ways to deepen thinking and enhance capacity,to combat crime and protect rights and interests,to improve internal and external cooperation,and to punish crimes and prevent and control crimes at source.It is of great practical value to solve the problems of system and mechanism and to improve the ability and level of procuratorial organs in serving the rural revitalization.
