中小学校长任期结束综合督导评估的制度逻辑与推进建议 被引量:1

System Logic and Recommendations for Comprehensive Supervision and Evaluation of Primary and Secondary School Principals at the End of Their Term

摘要 开展中小学校长任期结束综合督导评估,是深化中小学评价改革、引导督促广大校长认真履职尽责,进而提升学校管理水平、推动学校规范办学行为的具体举措。2021年12月,教育部印发的《关于开展中小学幼儿园校(园)长任期结束综合督导评估工作的意见》,在督导对象上从“督事”转为“更重督人”,在督导内容和方式上兼顾了地区的差异性和多样性。在教育部的统筹安排下,部分省份结合实际相继出台了省级层面的实施细则,把“立德树人成效”作为开展综合督导评估的逻辑起点,以“增值发展理念”建构综合督导评估指标体系,把“统筹协调原则”注入综合督导评估全过程,在先行先试中主动探索,取得了一定的成效。为了加强贯彻落实,各地还需优化综合督导评估队伍,在解决“谁来评”的问题上下实功夫;细化综合督导评估指标流程,在解决“怎么评”的问题上下硬功夫;有效运用综合督导评估结果,在解决“怎么用”的问题上下深功夫。 Conducting comprehensive supervision and evaluation at the end of the term of primary and secondary school principals is a concrete measure to deepen the reform of school evaluation,to guide and urge principals to fulfill their duties seriously,thereby enhancing the level of school management and promoting the standardized operation of schools.In December 2021,the Ministry of Education issued the Opinions on Conducting Comprehensive Supervision and Evaluation of the End of Term of Primary and Secondary School Principals and Kindergarten Directors(Principals)which shifted its focus from“supervising things”to“putting more emphasis on supervising people,”while also taking into account regional differences and diversity in supervision contents and methods.Under the overall arrangement of the Ministry of Education,some provinces have successively issued implementation details at the provincial level,in accordance with their actual situations.They have taken“the effectiveness of moral education and talent cultivation”as the logical starting point for conducting comprehensive supervision and evaluation,constructed a comprehensive supervision and evaluation index system based on the“value-added development concept,”and injected the principle of“overall coordination”into the entire process of comprehensive supervision and evaluation.Through proactive exploration in trial,they have achieved certain results.To strengthen the implementation,it is necessary for various regions to optimize the formation of comprehensive supervision and evaluation teams,and focus on solving the issue of“who to evaluate”.They should also refine the process of comprehensive supervision and evaluation indicators to address the issue of“how to evaluate”effectively.Furthermore,they need to make efficient use of comprehensive supervision and evaluation results to tackle the issue of“how to use”with great efforts.
