区域基础教育治理:从制度型到牵引式

Governance of Regional Basic Education:From Institutional Governance to Traction Governance

摘要 区域基础教育治理历经了一个演进的历程,从早期借鉴西方治理理论,关注政府、学校和社会的教育治理角色定位或三者间的新型关系构建,到关注中国式基础教育治理现代化,重点是关注以教育“放管服”改革为核心的教育治理体系和治理能力现代化建设。这个进程主要表现为一种制度型治理。要破解基础教育高质量发展新阶段所面临的教育教学改革困境,特别是扭转片面应试教育倾向,必须在完善中国特色的教育制度型治理的同时,强化牵引式治理,即重点强化研发式、教师培训式、校本式、样板式牵引,这应当成为中国式基础教育治理现代化的重要内涵。 Governance of regional basic education has gone through a process of evolution.By using the western governance theory,its focus has shifted from the role positioning of education governance among government,school and society,and the new relationship construction of them,to the Chinese-style modernization of basic education governance,giving more attention to the construction of education governance system and the modernization of education governance capability with the reform of“educational decentralization,management and service”as the center.This evolutional process is in effect an institutional governance.To get out of the predicament of educational reform at the stage of high-quality development of basic education,especially reversing the one-sided trend of exam-oriented education,it is necessary to improve the institutional governance of education with Chinese characteristics while strengthening the traction governance,including the traction of research and development,the traction of teacher training,the school-based traction,and the case traction,which should be the major connotation of Chinese-style modernization of basic education governance.
