框架遵守、适当跟随与认知固化:高校教代会制度运行机制与改进策略

摘要 以新制度主义提出的规制性、规范性和文化-认知性等制度的三个要素为分析框架,以A校为案例,分析高校教代会制度在高校的具体运行情况。研究发现,高校教代会制度运行机制在规制层面体现为对制度合法性的重视与执行层面的缺失,在规范层面体现为社会规范性要素对学校与代表的行为具有显著影响,在文化-认知层面体现为对中层干部代表的偏重与普通代表履职陷入困境。研究认为,高校对上级制度的框架性遵守导致制度照搬而非制度落实,高校和代表在制度与组织中的适当性跟随导致自身角色与功能被不断限缩,高校中存在的“中层干部更有资格担任教代会代表”的认知性固化导致普通代表被持续边缘化。要改进高校教代会制度的运行成效,需突破对上级法律制度的框架性遵守,尽可能地细化校内教代会制度的职权范围;营造科学合理的教代会运行环境,提升高校和代表的道德合法性,为其充分履职创造条件;推进组织成员的认知重塑,赋予教代会制度及代表应有的地位。 The article takes the three institutional elements of regulatory,normative,and cognitive elements proposed by the new institutionalism as the analytical framework,and takes University A as a case study to analyze the specific operation of the university faculty representative conference system in universities.The study finds that the operation mechanism of the university faculty repre-sentative conference system is reflected in the regulatory level by the emphasis on the legitimacy of the system and the lack of imple-mentation,the significant impact of social normative elements on the behavior of the schools and the representatives in the normative level,and laying particular stress on middle-level cadres representatives,as well as the dilemma of ordinary representatives in fulfil-ling their duties in the cultural-cognitive level.The research suggests that the framework adherence of universities with the higher-level systems leads to the copying of systems rather than their implementation,the appropriateness following of universities and repre-sentatives in the system and the organization leads to the continuous limitation of their own roles and functions,and the cognitive solidi-fication of"middle-level cadres are more qualified to serve as representatives"in universities leads to the continuous marginalization of ordinary representatives.To improve the operational effectiveness of the university faculty representative system,it is necessary to break through the framework of compliance with higher-level legal systems and refine the scope of authority of the system of the faculty representative conference as much as possible;to create a scientific and reasonable environment for the operation of the senate;to en-hance the moral legitimacy of universities and representatives,and to create conditions for the full performance of duties;and to pro-mote cognitive reshaping of the organizational members,and to endow the system and representatives with the necessary status.
