我国大学科技园与高校互动发展的耦合协调度实证研究

Empirical Study on the Coupling and Coordination Development of the National University Science Parks and Universities in China

摘要 聚焦大学科技园发展与高校科技成果创新转化互动关系,构建二者耦合协调发展机制模型及评价指标体系,选取我国2014—2020年各省份(不包含港澳台和西藏)数据实证分析二者综合评价值,运用耦合协调度模型测度二者耦合度、协调度及时空演进状态。研究发现,我国高校科技成果创新转化综合评价值提升速度明显且整体高于大学科技园发展综合评价值;大学科技园发展与高校科技成果创新转化两系统呈现高强度耦合状态,耦合度不断提升;两系统协调度整体水平不高,在空间上呈现出东部地区优于中部、东北、西部地区,伴随时间演进,绝大多数省份协调度呈现上升趋势,在研究期内10个省份实现等级跃迁。建议:以高校科技成果创新转化质效带动大学科技园高质量发展;进一步深化提升大学科技园发展质效;促进不同区域之间高校、大学科技园协同发展。 The paper examines the development of the university science parks and their interactive relationship with the innovation and transformation of scientific and technological achievements within universities.It constructs a model for the coupled and coordinated development mechanism,along with an evaluation index system for both entities.An empirical analysis of the comprehensive evaluation values was conducted,utilizing data from various provinces(excluding Hong Kong,Macao and Taiwan regions of China and Tibet of China)in China spanning from 2014 to 2020.The coupling coordination degree model was employed to assess the coupling degree,co-ordination degree,and the spatiotemporal evolution of both systems.The study reveals that the comprehensive evaluation value of the innovation and transformation of scientific and technological achievements in Chinese universities has significantly increased and,on the whole,surpasses that of the development of university science parks.The two systems demonstrate a state of high-intensity coupling with an ever-increasing coupling degree.However,the overall level of coordination between the two systems remains modest,with the eastermn region surpassing the central,northeastern,and western regions in performance.Over the course of the study period,a majority of the provinces exhibited an upward trend in their coordination degree,with ten provinces achieving a significant leap in their grading.The recommendations include:leveraging the quality and efficiency of the innovation and transformation of scientific and technological achievements in universities to drive the high-quality development of university science parks;further deepening and enhancing the quality and efficiency of university science parks'development;and fostering coordinated development among universities and universi-ty science parks across different regions.
