黑龙江省对俄科技咨询服务模式探讨

摘要 随着全球经济一体化的深入发展,中俄两国在科技领域的合作日益密切。黑龙江省在对俄科技合作中具有独特的地缘优势和深厚的历史渊源,积极构建对俄科技咨询服务体系有利于促进双方科技合作与交流,推动地区经济发展及科技进步。为有效提高科技咨询的有效性与优化服务模式,梳理并分析黑龙江省对俄科技咨询服务发展现状,构建适合中俄科技合作的咨询模式,针对黑龙江省对俄科技咨询服务存在的问题,提出强化人才队伍培训、加强奖励政策支持、优化对俄科技咨询环境和加强对俄科技咨询的资金支持等建议,以期提升中俄科技合作的水平和成效。 With the deepening of global economic integration,the cooperation between China and Russia in science and technology has become increasingly close.Heilongjiang Province has unique geographical advantages and deep historical origin in scientific and technological cooperation with Russia.Actively building a scientific and technological consulting service system with Russia is conducive to promoting scientific and technological cooperation and exchanges between the two sides,and promoting regional economic development and scientific and technological progress.In order to effectively improve the effectiveness of scientific and technological consulting and optimize the service mode,the study sorts and analyzes the development status of scientific and technological consulting service of Heilongjiang Province,and constructs a consulting mode suitable for Sino-Russian scientific and technological cooperation.In order to solve the problems existing in Heilongjiang Province’s scientific and technological consulting services to Russia,the study puts forward some suggestions:to strengthen the training of talents,promote incentive policy support,optimize the environment for scientific and technological consulting to Russia and promote financial support for scientific and technological consulting to Russia,so as to improve the level and effectiveness of Sino-Russian scientific and technological cooperation.
